原题应该是：

析：这是一个强调句的一般疑问句。肯定句是：

It was the new school master who walked by. 当强调的主语是人时，可以用who代替that

不强调是：The new school master walked by.

译：那个新校长刚才从边上走了过去。

强调：刚才从边上走过去的是新校长。

问：刚才从边上走过去的是新校长吗？

答：肯定是。

强调结构：it was+被强调的句子的主语、宾语、状语+that （who )+句子的剩余部分。

这个it是不能用that的。

原题句：Was that the new school master who walked by?

则肯定句为：That was the new school master who walked by.

则主句为That was the new school master. （刚才）那个人就是那个新校长。而who walked by.则成为一个限制性定语从句。

但用它来做限制性定语从句是不当的。翻译出来，句子怪怪的，逻辑有问题：

那个人是刚才从边上走过去了的新校长。
